Despite participating in Open Government Partnership and cooperating with the Group of States against Corruption (GRECO) of the European Council and other anti-corruption platforms, Azerbaijan remains as one of the most corrupt countries in the world.
According to the corruption perception index of Transparency International for 2016, Azerbaijan holds the 123rd place among 176 countries. The local experts and international organizations believe that corruption is the greatest obstacle to good governance, economic growth, social justice and democratization in Azerbaijan at the moment.
